Position: POLICY ADVOCATE
SALARY: 40,000-42,000 (BOE)
Reports to: Policy and Advocacy Director
Position Summary: The Coalition for Humane Immigrant Rights in Los Angeles (CHIRLA) is looking for a Policy Advocate who will work with the organization’s Policy Team in protecting the rights of immigrants and refugees and coordinate CHIRLA’s work at the local level. He/she will also work towards challenging the continued local enforcement of federal immigration laws as well as rules and regulations that undermine the welfare of immigrants. The Policy Advocate will work closely with CHIRLA’s organizing team to coordinate local advocacy work on behalf of immigrants.
JOB DESCRIPTION/AREAS OF RESPONSIBILITY
A. EXTERNAL PROGRAM PRIORITIES
I. Implement CHIRLA’s Local Policy Agenda
1. Coordinate CHIRLA’s policy agenda at the local level, including challenging, rules and regulations that threaten the rights of immigrants in the context of the local enforcement of immigration laws.
2. Monitor and analyze local trends and issues related to immigration and ensure a proactive focus on pro-immigrant policies.
3. Represent CHIRLA in local coalitions as part of CHIRLA’s Policy Team.
II. Initiate and Implement Creative and Responsive Local Policy and Advocacy Strategies. Implement CHIRLA’s Local Policy agenda based on the following:
1. Ensure equal protection of the law for immigrants.
2. Develop an LA Welcomes Immigrants Public Education Campaign linked to policy objectives.
3. Work on a Street Vending Ordinance that promotes the economic entrepreneurship of vendors and makes this work recognized as a legitimate profession.
4. Promote the rights of workers by documenting abuses of employers, providing legal analysis, advice and assistance as needed.
5. Work with partners towards winning a City of Los Angeles ID Campaign for all its residents.
6. Work with the Los Angeles Raids Response Network on issues pertaining to civil rights and due process for immigrants.
7. Work towards the creation of similar pro-immigrant policies in surrounding cities and municipalities.
8. Develop positive working relationship with local officials, including regular meet and greet activities which serves as a foundation for a more active local policy work.
9. Initiate a system of documentation of abuses and testimonies in relation to immigrant rights violations, especially those caught up in enforcement actions.
10. Develop relationship with the local media in coordination with Communications Coordinator.
11. Develop relationship and work with local enforcement agencies such as the LAPD, The Sheriff’s Office, Immigration and Customs Enforcement and other local authorities to protect immigrant rights.
12. Develop and maintain alliances with immigrant networks and to the extent possible local government agencies working on immigrant issues.
13. Work with allies in Southern California in relation to racial profiling issues.
B. INTERNAL PROGRAM PRIORITIES
1. Participate in providing content for CHIRLA’s e-advocacy
2. Provide regular update on local policy work by writing quarterly program progress reports and analysis.
3. Create quarterly workplan and confer with Supervisor/Policy Director as necessary.
4. Contribute to other program projects as needed.
Skills & Qualifications:
• Undergraduate degree (Law background preferred but not required)
• Minimum 2-3 years experience in the area of immigration and migration
• Must have the ability to plan, organize and with limited supervision, implement CHIRLA’s local policy plan.
• Must have initiative and the ability to exercise good judgment, a deep understanding of the immigration issues
• Strong commitment to immigrant rights and social justice
• Excellent writing/grammatical skills.
• Superior professional manner
• Comfortable and experienced in fast-paced environment and handling multiple deadlines
• Extremely well organized and systems oriented
